Same place as fire red, between route 15 and Ginger town in the upstairs of the building between the routes. You have to have to talk to the proffessors aid and caught 50 fighters,

Shiny fighters?

I've played this game countless times and I have finished the pokedex numerous times, I know everything there is to know about this game except for one thing, shiny fighters. I know there sprites are out there, but does using the shiny code really work? Is it for wild encounters in general or is there something else? I just don't know.
